What is MACP (Modified Assured Career Progression)?

MACP (Modified Assured Career Progression Scheme) is a career progression scheme introduced by the Government of India to provide financial upgradations to Central Government employees who face career stagnation due to a lack of regular promotions.

Under the MACP Scheme, employees are granted up to three financial upgradations during their service career at regular intervals:

How MACP Pay Fixation is Calculated

MACP pay fixation follows Rule 13 of the CCS (Revised Pay) Rules, 2016. Here is the step-by-step methodology:

Step 1: Identify Current Placement

Identify your current Pay Level and Basic Pay in the 7th CPC Pay Matrix.

Step 2: Add Promotional Increment

Calculate one financial promotional increment (equal to 3% of your current basic pay, rounded off to the next multiple of 100).

Step 3: Identify Next Pay Level

Move to the next higher Pay Level in the 7th CPC matrix (e.g. Level 7 to Level 8).

Step 4: Fix Pay in Higher Level

Locate the first cell in that higher Pay Level that is equal to or greater than the figure arrived at in Step 2. That cell becomes your revised Basic Pay.


Option 1 vs Option 2 in MACP Pay Fixation

Under CCS rules, an employee has the choice to fix their MACP pay under one of two options:

Option 1: Fixation from MACP Date

Your pay is fixed immediately in the higher level on the date of your MACP upgradation. This option is generally beneficial when your MACP date falls very close to your annual increment date, ensuring you immediately start receiving the higher wage.

Option 2: Fixation from next increment date

On the date of MACP, your pay is simply fixed at the next cell of the higher level (without the 3% promo increment). On the next annual increment date, your normal annual increment in the lower level is granted first, and then the promotional 3% pay fixation is applied. This often results in a higher Basic Pay cell in the long run.
